1) Close all chrome's windows
2) Open a window explorer pressing Win key + E
3) Enter C:\Users in address bar on the top of the explorer
4) Notice the correct user name in the folder and put it into the next step's path
5) Enter C:\Users\found User name\AppData\Local\Google\Chrome\User Data\Default\Local Storage in the address bar
6) Delete two broken files:
https_med.firecracker.me_0.localstoragehttps_med.firecracker.me_0.localstorage-journal
On OSX, the files are located at
/Users/username/Library/Application Support/Google/Chrome/Default/Local Storage
